Agasa's First Love (Fusae Campbell Kinoshita) & Shuichi Akai

Fusae Campbell Kinoshita is Agasa's first love 40 years ago and her first appearance is in Volume 40 File 9. Her appearance is with Billy (her stepdad's friend). Fusae is American/Japanese descent and wears a low hat. This is strange because she and Billy looks very similar to the people who Akai Shuichi asked to follow Yukiko Kudo and Detective Boys in chapter 419. They can't be Jodie or James Black because the shadow of the character was smoking. They can't be Black Organization members as they were working with Akai. So, who are they???

They probably the same person (those work with Akai and Fusae/Billy), at least I think. So they are FBI then.
