It does not have to be odd feeling. Subaru calling Sera is another possibility. But assume Okiya tell Sera that he is her brother. It will be impossible to explain her action in the next file...

Which Sera chase after Scar Akai to get a good look of him. If Sera know Okiya is Akai therefor her brother. She won't bother following Scar Akai
It just hit me. If Okiya did call Sera to tell her the danger of Amuro. She won't be so eager to meet him in the next file
