The problem with the theory is that it is obvious that Conan knew about Subaru beforehand, which would mean it is Shuichi who arranged thei meeting. here is another clue... When Ran first sees Okiya living in Shinnich's house, she mantions that she had seen him before... That means that it is unlikely that Okiya is going to be someone totally new... unlike Jodie....

Another potential problem is no one has mentioned Interpol or hinted at it in this arc. (MK manga = does not count!) That was the case for Jodie's FBI ("'The Bureau' is short for the FBI!1!") in the Vermouth arc and Hidemi's CIA ("The Company" and all the cliched phrases) in the Kir arc. Gosho always makes the arcs solvable so he should be dropping hints about the origins of third person Okiya.
