Yeah. Like the Conan disapperance special of a couple years ago. Source seems to be a magazine but pic quality is too low and it's too cut off to see where it's written but if the blogger brings up this source it's surely official.

They're also going to release a novel version just like that special episode, too.

The hair looks shorter and a bit darker , but I also think it's Gin. Maybe he disguised himself after he took out Shinichi.

As another user had pointed out, there's an unknown character involved with Gin & Vodka in a bar: I checked just in case but it's not the victim of the roller coaster murder so it could be a CotD (Character of the Day)

"In this 2h special we'll see characters that weren't included in the original anime episode 'The Mystery Coaster Murder Case' like Sherry (Ai Haibara) or Shinichi's parents (Yusaku and Yukiko). Consequently there wll be new scenes, like Sherry's tests, a conversation between Eri and Kogoro over the phone, Ran's karate tournament where she faces, among others, her rival Hina Wada (from File 942)."
