After looking at that section. My theory has more ground. There are hints of them wanting to leave the BO and it is possible they made the drug in such a way to help bring down the BO. They are calling it that as a prediction of what they believe will happen in the future. And the question of their 'deaths' becomes a question mark.
1) Did the Bo learn their plan and help then thus making their plan fail and thus they got killed for real.
2) Did their plan to leave the BO go off without a hiych and they are still alive somewhere?
3a) Did their plan fail, they had a real accident and they lived but their memory of the past is gone?
3b) Did their plan fail, they had a real accident and they died?

As I typed earlier their prediction will become fact if Conan or Haibara brings Down the Bo.

Also look at it as symbolism. Silver Bullets kill Evil, why would a evil organization want to name something after something that kills evil? Is that kind of like a death wish? As in do not say it or it will happen? Would the BO really play with fate?

"Evil" can mean different thing to different people. nice person can be "Evil" because they may interference with their job.

Time can also be "Evil" because it caused aging and death

Oh Gosh, I had a crazy idea! If Shiho's parents were dead for testing the drug? Like, they dead and they use the drug for return to life! It's for this reason they had to leave their girls! x)

Correct me if I'm wrong, but Gin and Vodka forced Shinichi to swallow APTX because the prototype kills people, right? And I believe that they only started looking for Shinichi again only when some of the mice they use in the experiments shrank after consumption of APTX. I personally think that APTX is for immortality. But then again, if that is the case, I'm not very surprised that a teenager turns into a child after consuming the drug. This is especially true if they know Vermouth has taken the drug to de-age. So if APTX is indeed an immortality drug, I think it makes BO look rather stupid.

So maybe like what Kleene Onigiri found on Wiki, it's a cure for syphilis for Anokata who got infected from Vermouth. Nah, just kidding. ;p

Hey I just changed my username. Yeah you're right. That makes sense. Thanks for clarifying. But then I wonder what enables Vermouth to achieve her youthful appearance. Even if she found out about the freak shrinking case, she wouldn't take the drug because as you said earlier, it was considered a murder weapon. And BO would question her look. Could BO be developing another drug which Sherry doesn't know about?

Semi crack theory: The Miyano's developed the drug and Vermouth took it either because she was the experiment subject or for other reasons. The name Silver Bullet could refer to be the silver bullet against death or against aging or perhaps it was against something else but they got something different. The Miyanos decided the drug was dangerous in the BO's hand and destroyed the drug and probably died at the hands of the organisation/ destroying the drug/ are alive but in hiding (unlikely). Ai has created a similar/ the same drug as his parents either because she based it on their original result or luck I guess...
