I'd add Azumanga Daioh and School Rumble too. Hilarious. One Piece is very funny too, but that's more of an action type of story. But still, sooooooooooo damn funny!

2. Seto No Hanayome (Best Comedy Anime of the Year)
4. Excel Saga (oldies, but goodies)
5. Pitaten (Safe to watch by every age, kawaii character, and of course hilarious )
6. Shin-Chan (Funny character design, though sometimes the story and jokes are repetitive, but still one of my fav')
3. Sora no Otoshimono (It's Harem, comedy anime.. definitely worth to watch)

I don't see how you can say Seitokai tries too hard when you like Bobobo. That's the epitome of trying too hard. For example, the image you just posted... the humor is "cameo from hair, everyone makes crazy faces."
But I suppose if you like Bobobo, you'd also like Jojo's Bizarre Adventures. Apparently similar levels of stupid, nonsensical humor.

I'm not to big on comedy anime. I'll have to go through ANN later and pick out the ones that I found pretty good.
The only one coming to mind right now is Slayers. Though I guess that's fantasy action comedy. If that counts Gurren Lagann, Hitman Reborn, and Yu Yu Hakusho also count.
