And I'm not convinced that it's anything more than ship tease on Sera's part. She barely even reacted in the Kyoto arc, which you'd assume she'd show some reaction if she actually had a serious crush on Shinichi.
What is "ship tease?" It's not a term I'm familiar with.

Just because it hasn't been a recurring thing, as of late, doesn't negate its initial occurrence—it doesn't negate that it happened, to begin with.

Will it lead anywhere (for Ayumi, Shiho/Ai, or Masumi)? Nope. It was still a thing, though.

Like I've said, I'm still not convinced that Sera definitely likes Shinichi in the first place. It's possible sure, but still debatable at best. Most of the "evidence" just seems like classic shipping goggle stuff, where they can all be reasonably interpreted as Sera being a playful tease rather than some decade long unrequited love. Using blushing as evidence is not really that convincing since by similar logic, Ran and Okita must like each other since they blushed around each other recently as well. Not to mention, as I said, Sera's actions in the Kyoto arc aren't really that of a girl that's been in love with Shinichi since she's like 5.

I laughed but WTF?
I'm still genuinely baffled at how "mentally retarded persons" was your first thought in relation to this.

Oh, it's a TV Tropes term.

Tease or not, it's still a thing—for instance, some of those looks she gives him can't be chalked up to playfulness.

At the very least, she has more affection for him than other boys, due to the fond memory he gave her upon their meeting—maybe it isn't too serious, for her, but I'd say there is something there.
“Life is infinitely stranger than anything which the mind of man could invent. We would not dare to conceive the things which are really mere commonplaces of existence. If we could fly out of that window hand in hand, hover over this great city, gently remove the roofs, and and peep in at the queer things which are going on, the strange coincidences, the plannings, the cross-purposes, the wonderful chains of events, working through generations, and leading to the most outre results, it would make all fiction with its conventionalities and foreseen conclusions most stale and unprofitable.”
