I dunno. If the guy/girl is meticulous enough not to leave any evidence, then (s)he's cerebral enough to have a motive. The setting could be used, however, as a bait-and-switch: a killer inside law enforcement with enough influence to be able to make evidence disappear and also able to feed false information to the rest of the force, who could hide the single thing all the victims have in common and lie that it's the fault of a random killer.
