I thought of a crazy theory that they'll pull an AAI and Scar Akai and Sera are BOTH Bourbon (and only Anokata knows this) And she's Scar Akai's sister.
Fhujeth has decided that she will stick to the idea that Sera is Scar Akai and Scar Akai is Bourbon.
Remember, bad people are not always evil... they just have bad motives.
Sera could be some happy, boyish, social, cutie... with a horrible range of motives.
Maybe she is Bourbon. She hates her brother. He did something to her. The reason for dressing up as him would be to simply lure out the FBI.
Always doing as she wants. Waiting, watching...

i recently saw the episode Great Western Detective vs. English Teacher and saw similarities with Sera when Heiji met her. in the episode Conan and Heiji were trying to see if Jodie was Chris Vinyard and only mentioned that both had big breasts and should keep an eye on her while here Heiji was suspicious of Sera. who wants to bet that Sera might have the path of suspicion as Jodie did?
I say she is part of antoher black organization, besides the real one, who is lead by Atsushi Miyano. She has the Codename Black Queen, Akai is Red King and Koumei Black Bishop, who are also working for him.

By the way SIS or MI6 are British spies. Seehere. Though it might be MI5, that might be more likely to get involved in something like the BO. See Here for MI5
On an even more serious note though, assuming a "Sera mistakes scar Akai for the real Akai and gets attacked/captured by Bourbon" plot, does anyone wonder if Bourbon will threaten to ... do things... to Sera just to screw with Akai? I think it would really make Bourbon's character worthy of the title villain, but do you think it's possible for Gosho to write a threat like this so that is it also suitable for young audiences?
