 might have been Gin and Vodka? Or do you think it was just two unknown criminals?

I always thought it might be connected to the BO somehow. An absolutely enormous amount of money, mysterious death, crow logos everywhere and the traceless nature of the massacre...

But that's just me I'm sure they're not capable for ALL of the mysterious evil crap in the world.

Evil crap involving crow symbols is probably not something that should be lumped in with just any old evil crap, though. Not after learning about Nanatsu no Ko, on top of Akemi's dying words comparing them with crows. I would rather think it's at least an intentionally placed red herring.

I had kind of a happy fit about seeing Hakuba. He's not one of my favourite characters, but I hoped it was a sign that MK was getting a little more mixed up with DC. Sadly, no ~

it could have been the work of the BO but not necessarily Gin and Vodka... :/ since the BO began about 50 years ago.

I was thinkin reefer madness also, but sadly I doubt that conan would have such a subtle reference as that.
