“Life is infinitely stranger than anything which the mind of man could invent. We would not dare to conceive the things which are really mere commonplaces of existence. If we could fly out of that window hand in hand, hover over this great city, gently remove the roofs, and and peep in at the queer things which are going on, the strange coincidences, the plannings, the cross-purposes, the wonderful chains of events, working through generations, and leading to the most outre results, it would make all fiction with its conventionalities and foreseen conclusions most stale and unprofitable.”

Can't understand Japanese, but just by looking at it...Is it that she plans to stop waiting for Shinichi and instead just start dating Okita, since he looks like him?

Spoiler:
It seems that way, doesn't it?
We've seen Shinichi/Conan misinterpret Ran's behavior before—both with regards to Tomoaki Ariade (234–237/170–171) and with regards to Eri (105–107/32). I think it'll turn out that this case will be quite like those two.
Ran suddenly done waiting for Shinichi and suddenly wanting to date Okita? That's as likely as Heiji and Momiji meeting, and then, immediately afterwards, Heiji wanting to get together with her.
I'd dare to say that, perhaps, Ran's trying to bait Shinichi/Conan into exposing his true identity. The case with Tomoaki Ariade took place just before Desperate Revival (251–260/188–193)—up to that point, Ran had believed Conan was Shinichi for quite some time (since File 131–File 133/Episode 96). So maybe a "love comedy" isn't all we're going to get in the case that will feature File 1000...

We may get Masumi/Mary stuff, here, but beyond that, I'd say no. Though I will say we're just getting into this case, so it's pretty early early to absolutely call it.

What from I can gather, Ran's become obsessed with learning about Okita? I mean sure, cool, but why? Has the last 6 months finally gotten to her even tho she's seen him at least once a month?

Jecka: Slider no
Well, Ran is looking at landmarks in Kyoto, so knowing this will be a misunderstanding, I guess she either really wants to visit that city or she is looking at places where Heiji could confess to Kazuha (her HeiZuha shipping was so strong last chapter after all). Or, in the end, like with Araide's sweater, she's looking at places that she wants to visit with Shinichi ^^
Is that the bartender from the case with the yuzu smell thing?
Spoiler:
No. Similar haircut, different eyes.

And there's also...

Ah, now we do have Sera in this case also, maybe we might get some insight about why the mom and daughter need Conan's help.
We do know that the help is something related to Kohji case, but we don't know exactly what that was. Maybe this file will tell us that.
