I'd tend to agree. I doubt a country like France will be perceived as insecure due to a singular attack, even if it is such a terrible one.

I think I've just won the most difficult CK2 war I've ever fought. It also had pretty lopsided odds, too :x

The North (me ) and the Reach (Robb x Margeary FTW) against The Iron Throne, the Westerlands, the Vale, the Riverlands, the Stormlands, and Dorne.

The only thing that allowed me to win was that the Reach AI actually fought well, and everyone else didn't :x

France is not a secure country anymore, in January it was not only journalist who died but people who simply went to a supermarket and get killed because they were jew. So terrorist killed people in a journal office, in a supermarket, near a stadium, in restaurants and in a concert hall. No place is safe in Paris with these two deadly terrorist attack in one year. And they don't care anymore about people's profession and religion, they want to kill everyone.
