Hakuba is just a high school detective. Even if someone in the organization heard of him, they have no reason to do anything to him as he hasn't been shown doing anything against the organization.

Yet, despite both Saguru, Hattori or even Kazuha being a threat, the BO didn't go after any of them.

None of them are threats, there's no reason to go after them.

They first met during that Yuki-onna case. However, they didn't know that one of them would soon be out of the picture for good. And he might as well be, considering that to everyone else it's like he vanished off the face of the planet. Not even Gin, who is responsible for this and has a quite efficient brain to figure out things (unlike some of his incompetent partners by the way) would ever think he is still around. Honestly, afaik, Chris is the only one to know, and if Gin or anyone else were to come close to finding out, I think a certain scooter would appear and hit them on the head, causing some sort of selective amnesia, so that Shinichi remains dead to the BO......

Honestly, I don't know if your phrasing is odd or if I'm just not getting it right, but I can't really tell what your point is. That Vermouth would run over Gin with her motorcycle if he gets too close to figuring out Conan's identity? Wasn't your initial question why the BO doesn't try to kill Heiji and Hakuba too? And what does that screencap have to do with anything?

But since those two cooperate, why not target the other one too? With him out of the picture, the one link that allows to act against them will disappear, leaving him to be held back by Ran and her hyperactive dad-and that is damn good enough from their perspective

Because they don't know that Shinichi is alive. Gin knew that someone helped Haibara out (on the roof), but he probably thought that it was Akai (I guess).

So the BO can't go after someone they don't know is after them.
And when Kogoro was suspected, Akai also interfered and saved Kogoro. And Vermouth persuaded Gin that Kogoro was just "bait" and doesn't know anything. And since Kogoro really didn't knew anything, Gin didn't think Kogoro was acting innocent. So again, Gin thought Akai was after all that.

Except that during the case where Wolfman was the killer, Vodka in disguise was also there and he saw that Hattori disguised as Shinichi, and at the same time, Chris saw Conan disguised as Ai. Chris would lie about that, but I don't think Vodka would, which would mean that their jig would be up. Either Vodka is unbelievably stupid or the BO already learned about it from him.
