As for katakana and kanji, its not really a rule. Its just that Katakana is used for the purpose of bringing foreign sounds (and words) in to the Japanese understanding. This is done for both words and names that are not native to Japanese. An example of this would be trying to write "Chris Vineyard" in Japanese. As for kanji, usually if a name has kanji that would imply that the name is Japanese. Its likely the name can be ignored other than the fact that there have been name changes to their family name in the family as a whole.either way, I doubt gosho was trying to change the MG eye style...as to the family name changes, it was most likely AKAI->SERA, Shuichi kept his surname AKAI, Masumi went with the change to SERA, and shuukichi(for an unknown reason) went with a second change from SERA->Haneda.
As for the family name thing, what I was trying to get at most was that "Sera" was a family name/last name, meaning that it really can't compare that well to the Europe/US name "Sara" and "Sarah" because they are given/first names.
As for the eye art thing, the reason I brought that up (and I think someone else mentioned as well) is because the slight change occurred during the Shogi case where it was shown that Mystery Girl and Akai may know who Shuukichi is. The eyes were made to closer resemble Shuukichi's eyes with the thicker black triangles at the edge of the eyes specifically during a case where he was present. Her eyes remained this way in her appearances in the Pool Case as well. I thought that made it at the very least worth mentioning, even if it doesn't actually prove or mean anything.
I hope that I can find someway to contribute to the community even if it's just random crack theories and looking things up for people who can't find the information they need.

After the latest Chapter(File 973), where Eisuke's and Shuukichi's similarity was better displayed, it looks like my theory about Eisuke/Hidemi's mother and Shuukichi/Shuichi's father being siblings is getting closer to being true. Adding to the possibility that Akai wanted to say that his father was "CIA" rather than "FBI", it adds another layer to the possible connection between the Akai and The Hondou family.
So, Here's a Summary to all the mentioned "Possible relations":

It just seems off how many supposed first cousins don't know about each other. If Shuichi and Hidemi were that closely related, wouldn't they have recognised each other in "Black Impact" and "A Clash of Red and Black"? Whenever Shuichi first encountered Kir, wouldn't his first thought be "What's my cousin doing in the BO?"
If he already knew that she was a CIA agent, he would've told his colleagues as soon as she was captured. That he didn't do so means he didn't know, and his totally unsurprised reaction to Mizunashi Rena would imply that he had never met her prior to 425.

Whatever the reason may be, just because he didn't know, doesn't mean they aren't related. The real question should be, "Is it possible for Hidemi to not know her mother's maiden name?"... and if not,... "Did she just brush off the 'coincidental' similarity between shuichi's and her mother's family name?"...or ..."Did she know but ignored that 'possibly-forgotten' relation and decided to prioritize her father's will?"

I think Gosho is a writer/artist who is really careful with details.

I think the similarity here is just coincidental...
It's pretty common in anime and manga to have similar looking character arts drawn by the same artist when they don't really look alike in the story.. and I think this is that kind of similarity (unless Aoyama confirms it as not a coincidence at least which is something I hope would never happen
