Probably weather wise it does, but I mean the actual solstice.

There are some places that consider seasons to start halfway early by our standards, Spring 2/2, Summer 5/1, Fall 8/2, Winter 11/2, instead of Spring 3/21, Summer 6/21, Fall 9/22, Winter 12/21 (±)...

Prolly not the case here, though :P

It's part of the origin of Groundhog Day, btw. xD

ETA: As well as May Day, Halloween, and the terms "midsummer" and "midwinter" for the solstices.

The largest synopsis I've seen yet:
Spoiler:
A Special Project for the 20th Anniversary of 'Detective Conan'!
A completely original TV Special with a Grand Voice Cast!!

Characters from the movie 'Key of Life' also appear!
Hirosue Ryōko and Teruyuki Kagawa participate as Guest Voice Actors!!

A completely original 'Detective Conan' TV Special will be broadcast to celebrate the 20th Anniversary of the original manga!
The script of the special will be written by the movie director Kenji Uchida. The characters from his movie 'Key of Life' appear in the special, and actors from the movie Hirosue Ryōko and Teruyuki Kagawa also play their parts, giving unmissable performances.
The main focus point of this special is the shocking story of Conan losing his memory and being kidnapped. Unable to remember anything, Conan ends up being an accomplice to criminals, and plced in great danger! Professional criminals appear one after another, as Ai scrambles to rescue Conan, and Ran finds herself receiving e-mail from Shin'ichi?!
What is the Truth hiding behind this complex and convoluted case...? A Mystery Entertainment Masterpiece on a Grand Scale!!

Conan is kidnapped and loses his memory!
As danger draws closer with every moment, what is the hidden Truth?!

Conan Edogawa heads to a bathhouse, accompanied by Ran Mouri and Ai Haibara. He spots two suspicious men in the men's dressing area, but then falls over and knocks himself out. Conan is quickly carried out and driven off by the two men who he found suspicious, Tatsu (Takeshi Kusao) and Kondō (Teruyuki Kagawa), supposedly to be rushed to hospital. Just as Conan suspected, they were prominent figures in the underworld, who were carrying out a mission in complete secrecy in the bathhouse.

Ran and Ai are told that Conan was taken to hospital, and desperately search every hospital in the area, but can't find Conan. Just then, Ran receives an e-mail saying 'Don't worry, my injuries aren't that bad. I'm staying with a guy I know, but I'll head back after having something to eat.'. But that e-mail was sent from the phone of Shin'ichi Kudō, which Conan carried with him!

Meanwhile, Kanae (Hirosue Ryōko) visits Kogorō Mouri's Detective Agency, and asks him to investigate whether her husband is having an affair. But the photo that Kanae brings of her husband shows the legendary 'Mr. Fixit', Kondō! Kanae knows nothing of her husband's connections to the underworld.
At the same time, Kondō is carrying out missions as part of a gang, without knowing who is the mastermind that is giving them orders. Their mission is a terrorist bombing with a certain person as a target. With no memories, Conan ends up being used by the gang?!
Professional burglars, genius scammers, a legendary killer... and a mysterious shadow manipulating all of them behind the scenes... When everything intersects, what Truth behind this case comes to light?!

You missed something :V
I obviously know when Winter starts but Usotsuki was saying in other places they don't follow the same dates we do.

Are you referring to the hemisphere difference or the cultural difference? :P

Ah. Wow, I'll have to go way OT to explain what I meant. xD

Well, I haven't seen a lot mentioned about it, but here's what I've gathered:

The solstices are also called midwinter and midsummer in English. This makes no sense in a system that starts the seasons off on the solstices and equinoxes as we presently do. But with festivals previously being on the cross-quarter days in pre-Christian times (apparently, I mentioned them elsewhere) it's most likely they considered the spring to start around the beginning of February, the summer the beginning of May (hence May Day) etc. at some time in the past.

Additionally, the old Japanese calendar, iirc, was mapped off to the Gregorian calendar, and some people insisted on moving festivals up a month. I think this meant their new year fell somewhere around February 1 (similar to the Chinese lunar calendar). That a new year would be placed right smack in the middle of winter would make little sense...except that apparently, they considered it the beginning of spring.

Also, I believe this is the origin of Groundhog's Day - some people observed the cross quarter days as the beginnings of seasons, and some observed the equinoxes and solstices, and someone thought of the idea, most likely tongue-in-cheek, of having a neutral (i.e., non-human) third party decide the dispute... as with all folk traditions, meanings and methods get fuzzed over time. This is what you may find most easily online.

There seems to be a CM for the TV Special (they really are promoting hard for this instance. It'd better be good):
