What does the following phrase mean?

12 46 12" 18 / 44 / 2 18 35 / 27 20 18 !

While solving it without the 1. hint might be difficult, use 2. and 3. hint only if you're really desperate.

I've got one:
We all know that yesterday ALWAYS lie before today. But there is a place where today lies before yesterday. Where is this place?

No, that doesn't make sense. And it is a place is the present, not in the future.

Answer(Was actually pretty easy, think of school):
Spoiler:
In the dictionary
1.Can you place six X's on a Tic Tac Toe board without making three-in-a-row in any direction?
2.Nine dots are arranged in a three by three square. Connect each of the nine dots using only four straight lines and
without lifting your pen from the paper
3.Make 5 rows a la 4 dots with only 10 dots all together.
4.You drive to the store at 20 mph and return by the same route at 30 mph. Discounting the time spent at the store,
    what was your average speed?

I know all are mathematical but thats just the subject im best at^^

Spoiler:
The dots are located at 1|1 to 3|3.
Solution:
3|3 - 1|1 - 1|4 - 4|1 - 1|1
4.

OK, you get a cookie (*gives cookie*) - but for abusing being unable to spell this important sentence, I demand one from YOU - as solatium!

BTW, how many hints did you need? And you, Mouri Rann? It's just because I want to know if you solve those codes without many before I post more difficult ones^^
