Well, it has been hinted that Kogoro might be aware that he is used and that he knows that Conan is the brains behind his fame (or that he at least suspects it) So, maybe it's foreshadowing?

Not really, IIRC he's at the "something stings me and then I fall asleep" step. He hasn't yet realized anything beyond that, unless I'm mistaken.

I also think this is one of his remarks and he's probably referring to the cases Conan and Heiji solve together. Since he's the one and only Sleeping Kogoro, he was just meant that he solves the cases alone and they only do it together. Someday I want Conan reply to him "Do you want to go back to being sweeping/mistaken Kogoro again?"
