But on the time issue, isn't it very common for mangas/animes that they never go anywhere in time? I mean look at pokemon, Ash is 10 and he continues to stay that way for I don't know how many years the series has been going. I'm starting to believe that someone is feeding him his daily dose of APTX in his breakfast

I think it's a way to preserve the time, the comfortable feeling of the same character and world that is unchanging. It allows morals and cultures to be maintained. Like the Cozy detective fictions (e.g.: Agatha Christie's).

Oh, and one funny thing I noticed about DC floating time is the technology. The series did begin with people using floppy disks and now they're using smart phones and tablets. Kaito in the manga reads a newspaper in class to check Kid's news, but when they make it into anime he reads it from his phone. That's probably one reason I'm a little annoyed when the time doesn't seem to move (as rapid as other features in the story).

it's all for convenience of keeping the story for years (it's been 16/18 years since its first release), if the characters age, the DB kids would have been working by now. It's all manga thing, some of them like to keep the timeline not progressing (with exception sports manga, since they need to age to have another tournament).

And, well, you gotta take into account that each case is just a few days long storylinewise, but it can span from 3 weeks to several months (Clash of Red and Black, Mystery Train, etcetera) in real time because it's a weekly manga.

So yeah, doesn't surprise me that time goes slower in story.

There are many other series which employ this concept as well. For example, on the U.S. sitcom The Simpsons, two of the main characters have stayed in fourth and second grades in elementary school, respectively, despite going through four different US presidents (from Bush 41 to Obama). Another example is the book series The Baby Sitters' Club, where the main characters have remained in 6th and 8th grades, respectively, over more than a decade (after summer break they always go back to the same grade levels as before).
