Most likely, it's just Aoyama getting more accustomed to drawing her. As time went on, he probably changed small details in the hair as it became more "natural" to draw. Ran has similarly changed from earlier chapters. It's no big deal. If it were, he'd have pointed it out.

I guess her first appearance was supposed to be an Akai-herring, and therefore he drew her deliberately in a way strongly resembling him. But once he dropped the herring, he developed her own style a bit more, et voilà , that's the Sera we have now.

yes the 'red herring' part was most likely because Gosho Aoyoma probably wanted the readers to assume she was Scar Akai and not Bourbon considering how back then Okiya and Sera were the only two possible suspects for the readers to deduce who scar akai and bourbon might be not to mention Gosho only just introduced Amuro but he was revealed as Bourbon so quickly, although I'm not counting those times Amuro dressed up as Scar Akai, I mean the times we didn't know what Bourbon looked like till Amuro entered the picture later on in the arc. I wonder why Gosho did this? Why would he finally reveal Bourbon's identity when his character had only been around for only a few volumes.

It was her first appearance. So he adjusted it after he drew her without a hat.
