Dunno whether "priority seat" is a common expression or just a UK thing, but I needed an explanation, so here it is:
For me......I can't really vote in this poll. In most of my buss rides there's either always a place for someone, or there's no place at all (even for standing, since a bunch of others already stand). It's also rare that I see handicapped or disabled people on a buss (the public transportation in Israel is really crappy and isn't even suitable for handicapped people. On trains I usually stand to begin with and only sit after I see no one else wants to sit.A priority seat in the UK terms means to give up your seat for those who need it the most, disabled, elderly, pregnant, or someone with a young child

In theory, though, I vote for option 4. I don't see myself as being the first person to offer someone a seat.
