My theory is, that inside is a bullet proof hat, and a blood pack. He knows Gin and the Black Org. are after him, and he probably has saved some money for surgery, hair dying supplies, glasses, new clothes, etc.

I am putting forth the Akai-shuichi hat / Ghost in the shell theory for your consideration:

Akai is not completely organic, under his hat is an exposed cyberbrain! (he may or may not have a ghost though) =)  That also explains his IMPOSSIBLE sniping ability (900meters is insane), he has artificial eyes, and possibly limbs as well.

Oh and If i'm not mistaken, I'm pretty sure that he isn't bald.
In the Clash of Red and Black, Akai has flashbacks of Miyano Akemi and him. If i remember, there were white bandages wrapped around his forehead, but not on the top. So he wasn't bald. xD Unless his hair stylist made a mistake and shaved half of his head. xDD
