Though it could also be linked to the fact that there are certain types of combs needed for wigs to avoid damaging them which could be recognisable, not decided myself which one though I think both ideas are kind of plausible and am leaning for Wakari's explanation as Okiya's hair in the car chase wasn't exactly being blown off. Then again, I don't know how much force a wig can take so~
On who the woman is, I'm thinking Fusae and Yukiko mainly. Although Rena's a small possibility with the amount of security on her last time I doubt she'd be let go enough to visit there without being under surveillance and I don't think she'd lead them straight to Akai .

I also noticed that his hand is on the counter at first, then it goes to his pocket where the comb is. As for the comb...I really don't know what it's supposed to mean. As far as I can tell, his hair looks normal. Is the comb a voice changer? ._.
EDIT: Anyway, from what I've seen and 'understood' from the English translation of the Chinese text, I think this is going to be a pretty good case.

Also, if Okiya turns out to be Akai, and Akai turns out to be Sera's older brother, THEN SO MANY FEELINGS FOR SERA. ;.; (In one panel she looked really shocked, and in the other she looked not as shocked, but a little hurt. ;.

My guess is that the lipstick belongs to either Fusae or Yukiko. My opinions on the comb: Either so that Sera wouldn't notice his main hand or the comb was an different one that is only used on wigs.

My guess is that in Okiya's neck is the voice changer, and that's what Haibara was looking by taking his scarf in the last chapter.
So, this time his neck was visible because he didn't have the voice changer, and that is why he couldn't speak.

I agree with this reasoning. It would definitely make sense. I'll say this though: you've got to be special like Okiya to be able to make pulling out a comb look suspicious. Truly astounding.
Also, I think I know why I'm liking this case already (or more accurately this file): we're getting to see quite a bit of the Kudo household. Up until this point we've only ever seen the study and the entryway. There was Shinichi's room, but that was once...right at the beginning no less. It's nice to see that his house really is quite posh.

I have already stated two reasons why he would hide it on my last post.
you see new art have more rounder clean shadow than drizzle shadow from old art. not to mention shadow around Okiya face. also overal look is more cleart in new art
it seem Gosho is using some computer program to draw his manga.
