Only if the attacks are cool and it fits the character. For example, no surprise ever that InuYasha calls his attacks, but if SesshoMaru did it it would just be weird.

1) It is an incarnation
2) It really IS awesome
3) It is played with (eg. calling an attac and then using something totally different or beginning the chant to scare off the opponent, they just whisper it, etc.)
4) The characters compain about the names or lenghts of the "chants" (See Magical Girl Pink Orchid)

2) Requires name to be said to be used

It is OK if
1) the attack requires calling it
2) the attack is easier to perform if called, and calling it does not affect the user negatively in this situation
3) the calling is lampshaded and/or played with etc.
4) the calling is justified due to one of the Rules
5) the calling is used to introduce (i.e. name) a new attack
6) the calling is meaningful for another reason
