In File 800, Vermouth said to Bourbon "It seems you've gained some trust for the time being…" mean Okiya had gained trust from Haibara. And "You will abide by the promise you made to me, right?", since File 811 last 2 pics, Okiya said "Promise with her.." mean promise from Vermouth right? So it means Okiya is Bourbon.

Read this before clicking on the spoiler link!-> I'm not entirely doing a direct translation, things will be changed to suit english grammar and sentencing. There maybe be a few things that are pretty damn hard to translate(or make sense even for me), so I had to completely change it. I also apologize for my own style of grammar and sentencing too and there's that problem of American and UK english(I'm UK English btw or NZ English), so can't blame you if you can't undetstand, I tend to use a mix of both tough.

From the testimony of witnesses, the man fell down from the high-levels of this apartment building... After some invenstigations, because of a cellphone that was in his breast pocket... Before he fell at 7:25am, he sended a SMS to a number of people... The content of the SMS was "Come kill me if you think you can, I'll be waiting for you with my door open. I will let you die within my arms."... then we try to resent the text!
Side note: Certainly the evidence before showed their innocence...

Megu: So the ones who recived the provocative SMS, which presumably prompted the murder, were these 3 huh...
Taka: Yes... Thus it was known that the fallen man were co-workers of these 3 people, President and Editor-in-Chief of Katsumoto Publishing, Katsumoto Daisaku... Because of the content in the SMS, in order to listen to the situation, I wish the Police and everyone can cooperate... Before When I went to their rooms, I thought I could find the evidence that was still there in their rooms...
Megu: So when you went, you found beer froth... Coffee that was still emitting steam... And cigarette smoke...
Taka: Y-yes... If one of these 3 were the one who pushed the President, and then mingled in with the crowd... After the fall, then directly rushed to here... I thought if they were in a situation where they couldn't use any tricks and entered their rooms, they would had been caught red handed... Could there had been another way? Well, the promise could be indeed Akai's promise. Or Bourbon's promise to Vermouth.

You, of course, again are missing another obvious possible promise. Remember that Haibara does not trust Okiya. That she is still acting very guarded with him could mean that before they left the house, Haibara make him promise her something like we are going to met Conan and nothing more, meaning she does not want to be with Okiya for a very long period of time. Just pointing out a possibility that no one wants to see.

Edit There is still that possibility of a promise between Okiya and Haibara, but that now seems to have been either by a phone call, or after Conan left the two. Another possibility is the Promise is between Conan and Haibara. Will conan saying something like this: I promise to return as fast as possible. And Okiya is thinking about that.

While likely wrong, I do think it is the coffee drinker. She could have super heated her coffee and that is why it is still hot. And the smoker might have setup a device to light the cigarette remotely. Another reason why I think the coffee drinker is she said she spilled her coffee, but no signs on that happening either on her person or in her room.

Granted why would they do this? Well the way it happened would quickly bring the police. The killer would know this and setup their alibi ahead of time. Of course it could be the classic Cliche "Last one to arrive did it"

They did parked by the scene as shown in page 4, but for some reason when Megure wanted to check their rooms again, Conan did not join them. And instead went back to the MPD/Police HQ to wait for Takagi to give him report on his findings, and I guess that's when Hibara wanted them to park outside by the road and Conan didn't seem to care either(his mind is all on the case).

EDIT: and yeah Amuro was hanging around the police HQ in the last case too, and who knows where Sera is lurking...

Anyways, after File 800, next few series had plot relating to Sera, Amuro or Okiya who speculated as Bourbon. File 801-803, Sera saw Scar Akai, File 804-808, Amuro had relationship to Takagi's mentor Date Wataru, now File 809-811 is about Okiya. Next series may continue have plot, this time is Sera's turn?
