Of the 3 suspects for Bourbon, the whole bit about 'gaining people's trust' rules out Okiya (he knew them for almost 200 files!). That leaves Sera and Amuro. Sera didn't do much except KO the culprit, so who does that leave? Amuro.
Knowing the truth and knowing what to do with the truth are two completely separate ideas. Learn to distinguish them. OR ELSE.

I thought I would get more unbusy later tonight, but it seems like it might not be the case. Here is the brief incomplete summary of what I was planning to say.
First off, as Stopwatch scooped me in the cbox by saying (he seems to be doing this a lot lately. Rival!), Vermouth likely bugged Amuro's car with a tracking (not voice transmitting) device. (And followed it using her jailbroken iPhone's special BO tracker following app. obviously) That sort of bug doesn't interfere with transmissions shown by the Org's trackers and the FBI's radios in Clash. Vermouth followed the tracker because she wanted to check up on Bourbon to see how his act was holding up in front of Conan (I assume only Vermouth knows the full truth about Conan, hence the risk of Bourbon being blindsided) and to see if Bourbon was keeping his promise. This explains why Haibara didn't seem to sense Vermouth (Haibara can identify V from aura alone) because V kept far back as she was following by tracker and not line of sight. It also explains why Vermouth showed up on the overpass and didn't directly follow, indicating she planned her route more intelligently than line of sight.
Vermouth's promise being about Conan and Ran makes a lot of sense. Vermouth watched Conan get held hostage at gunpoint and Amuro intentionally wreck his car with Ran and Kogoro in it. As ten pointed out, that is a bit risky. She then calls to Bourbon to remind him about the promise because some dangerous stuff just went down.
If Vermouth's promise with Bourbon is related to the safety of Conan and Ran, you would need to ask when that promise was made. We know Bourbon as Scar Akai was interested in Kogoro at least by the red shirts case because he had Kogoro's phone number. If Vermouth made the mask for Bourbon, and Bourbon and Vermouth both work in the same intelligence division, then it would make sense that Bourbon outlined his plan of attack to Vermouth very early on based on his initial research: first the FBI, then Kogoro if that doesn't work. As part of the agreement to make the mask, Vermouth made him promise not to touch and/or generally keep and eye on Conan and Ran. (Why? A secret makes a woman, woman, and I have more seniority than you) This is the perfect motive as to why Scar Akai would shoot the robber threatening Conan in the bank and nicely wraps up that outstanding hole in the theory.

Amuro crash his car and risk injured Conan raise a question in my mind that, Did he really care for Conan, or just try to gain someone's trust? (Conan and Co+Vermouth).
But looking back to bank robber case. If Scar Akai is indeed Bourbon and Amuro, he did save Conan for real and no way Conan gonna know who save him. Vermouth is not there also. There no one to gain trust. So I answer my question that he just reckless but really try to protect Conan and Co (mean no harm to them).

My memory is not the greatest but didn't this happen at some point:
When Conan met James Black, he used a Sherlock Holmes reference and compared him to Moriarty (when speaking to Haibara), then when he met Subaru Okiya (A Detective Boy case I think involving colors) he compared Okiya to Holmes.
Since Black turned out to be good and was compared to Moriarty maybe Okiya is really bad since he compared him to Holmes. An opposite of what Conan actually thought at first meeting.
Or i could just be remembering odd things. There have been so many cases its hard to keep them all straight.
