Alright with the un-revealing case 800, here are my official thoughts. These are not backed up with hours of evidence gathering like Chek does, so it's more of a hunch than anything else.

Spoiler:

1. Sera is Akai's sister. Jodie and James both recognized her but couldn't place her, and she does bear some resemblance with Shuu. She has the detective knowledge of Shuu as well.
2. Okiya is Akai himself, as has been announced countless times by many others.
3. Which leaves Amuro Tooru. I'm not sure why he's Bourbon past the process of elimination, but he simply seems like such a random person to enter the series for no apparent reason. Especially because he puts is neck out for Conan and Co. after barely knowing them. Plus, his car was t-boned at what appeared to be a very high rate of speed and became barely dented by the look of it. Perhaps the Org. reinforces their vehicles to withstand such treatment?
