More like maybe Green hornet and Cat Woman. or maybe Fujiko Mine and ArsÃ¨ne Lupin III. Both are kinda criminals. Batman is not a criminal.

But he is a vigilante, wich is considered a crime in a lesser degree.
Also, since Phantom Lady and Catwoman are both catburglars they are indeed similar
