it is kind of a drag, this arc but I think Oda is just making us suffer by not letting us see the new moves so soon!

Fishman Island is a really good arc. Some people call this arc boring probably because there aren't any good fights, and that isn't all this manga is about. This manga is also about drama and adventure. Also this arc is an arc to show off the SHs new abilities, and to show that they're out of the NFP's league.
Racism is a pretty complex issue by itself, but I think Oda has done a very commendable job at tackling the issue in the manga. The references to civil rights leaders and extremist groups, showing the development of racism and the hopelessness of dealing with a racist individual who is dead set in their ideals. Otohime and Fisher Tiger's juxtaposition and then end outcome of that in particular was excellent.
Though I do have to admit the arc is kind of dragged compared to previous arcs.

while I'll agree that it's not all about fighting, I'm not a huge fan of the arc at the moment because (a bit hard to put it into words :V) it feels like since they got mobbed in the plaza, it's been one huge long fight, but as you said, without any especially good fights. Only a few things have happened since it started, most of which revolve around noah, which while it's been happening thoughout the chapters, the main focus is hardly on it and rather on the small fights other people are having and such.
I did like the backstory for Hody (or more accurately, lack thereof ) and the story at the start, but at this point I just wish that they would explode the fishmen pirates and get on with things. I'm fine if the fishman island arc continues somehow after that, but it's this fight that I want to be over mostly.
I don't find this arc boring because of the lack of fighting. I found it boring because my expectations were up because of the time skip.
I'd probably like the bad guy more if they were not relying on pills to be more powerful... We're basically just dealing with a racist druggie.
The backstory in the middle of the arc was pretty good. I also like how the recent chapter show how easily people can change their opinions when their lives are on the line.... It's sort of sad in a way...
Kid has such spiky hair and he loves mechanics it appears which is totally not expected.
