I think Gosho knows that people "learned" from the Vermouth arc (which only have 2 suspects for the role Vermouth), that choosing the most obvious one (Jodie) is never correct, but it was actually the one that not so many people'd suspect (Araide). Therefore, in this arc, I think he created as much suspects as possible to confuse the readers' mind (which btw was not so very confusing at all  ::) ). Of course if Tooru and Scar Akai are the same person (I find it likely) and that sun-glassed guy is just red-herring then we only have 3 suspects in total.
