It was a reference to both said game and a scenario a friend of mine and me once came across:
We were playing on the Germany map and had build a nice railroad network and all. We had also connected Nürnberg (Nuremburg), which was quite an important city, because it had a sawmill. Sawmills produced wood, which is extremely valuable, at least around the time we played, 1890. However, the wood production is quite slow unless lumber is transported to the sawmill. However, the only lumber in the area was in Bohemia, on the other side of a mountain range. While we did manage to build a track through it, it was quite steep, and the locomotives we had available weren't able to handle that as well as the distance efficiently. That is, until 1895. In 1895, anew locomotive becomes available, the first electric one in the entire game, and for about 30 years also the only one. Usually, you have no need for it, as it is too slow for both flat areas and mountains. However, as we realized, it is really efficient for long trains on long, steep tracks, because, while both it's basic flat speed and its basic steep are very low, it is nearly unaffected by the weight it pulls! Therefore, we had managed to stumble across the one occasion where the Bobo was actually really useful, and due to this, for the next 30 years, our rail network had just one electrified track - the one between Nuremberg and Prague XD

Also, it only has a very, very small selection of locomotives anyway, and you're likely to use only a few of them anyway, though there is one you'll always use - the Pacific.
Atlantic or Pacific?
(Fun fact - both are steam locomotives present in the game, become available in the 1900s and are vastly superior to any train before)
