Besides, having so-called fillers to fill gaps can only work to a certain extent. When material that people consider as filler represents 80-90% of a series, it cannot be considered filler because it has become the series. In my mind, filler can only be considered filler when it represents less than 50% of a series.
Filler is filler, regardless of how much of the series it comprises. If it's a serial work, filler is easy to spot.

New character popping up for a page doesn't count as "being here", nor does it automatically imply plot.

Regardless of that, the world 'filler' still has a negative connotation, maybe not in the dictionnary, but in the manga/anime fandom.
And what about a work where there's basically no plot (Shin-chan, Kochikame...) ? Would you consider those 100% filler ? Or is there no filler when there a no gaps to fill ?

That's because people randomly use filler interchangeably with AO. It can have any connotation it wants, but it doesn't change its definition or what is and isn't filler.

If there's no plot, then the filler is the series. It's not like anyone would be irritated at the lack of plot chapters, since there is no plot to push forward. That cannot be said for Conan.
With the key resting on top of the blood with no blood on it, it is likely that the key was dropped onto the scene after the murder.
That came to my mind as well, but somehow from Conan I expect a more elegant solution, usually involving lots of string
EDIT:
Also, something I forgot to mention, as for a possible motive for the murder, the only thing I can guess so far is ....
Spoiler:
... related to the ownership of the apartment building, since the landlady said herself she will probably have to sell it. The murderer killed an annoying neighbor to drive down costs so they could buy it cheap.
Hmm...the motive you mentioned is quite possible.
Spoiler:
Yeah, string could possibly be involved in this trick along with a knife base of sorts. It seems odd that something that was shaped like a knife was where the knife was, but removed. That could be part of it too, but you could be right about the string with the odd line at the wrist.
A Detective Conan & Magic Kaito Role Playing Game.
Characters particularly wanted for the RPG: Edogawa Conan/Kudo Shinichi, Mouri Ran, Haibara Ai/Miyano Shiho Mouri Kogoro, Jodie Starling, Hattori Heiji, Toyama Kazuha, Satou Miwako, Takagi Wataru, Kir, Snake and Gin.
We have a saying "Praise the day only after it is over" (don't count the chickens, before they hatch).
So, don't say it is a filler or it is bad, until this case is over. It might ge better, or worse. It could hold a major hint for a Ran suspicion case for example. This would be a great opportunity.
By the way, Sera did not insisted on going with Ran and Conan, isn't that strange? Or does she want to avoid being suspected by Conan? Or she already knows what she has to know?

It's possible that Sera has some business to attend to as well, if Gosho's hint that Sera is part of the Black Organization? With this case, it's nice for Sera to be absent, as it creates the very situation that has happened--Conan is the only detective present.
I do agree that this situation is quite likely one that will lead to a Ran suspicion arc, but until then, this seems like a case to be enjoyed. With the fingerprints from the omamori in play and Sera delivering hints to Ran on a silver platter, along with Gosho's goal to end DC as soon as possible, it might be possible that this could result in more than just a suspicion arc. (Probably just wishful thinking there, despite the fact that this could radically change cases in DC.)

Huh? "Jeet Kune Do" (768-770), "Bomber's request" (771-774), "Target on tape" (775-777) and "East vs. west" (778-780). She isn't popping up for a page here.

Well Sera also didn't say much in this chapter either. I guess she either had something else to do or maybe she has enough information already and is working on something else.
This time it's just Ran and Conan. Usually, when it's just the two of them, some plot info etc. is given. Especially since he can't use the "kogoro show" on Ran and has either stun someone else or try to solve the case in a different way.
So I wouldn't say it's a plotless filler yet, with just 1 chapter being out D:
And even if it's plotless, I like that setting XD

yeah, usually there's more "elegant" solutions, but in this case keep in mind that Conan won't be able to tranq the guy and solve the case himself, so it has to be something that the guy will be able to solve himself with enough hints from Conan.

Are you referring to...
Spoiler:
...when Conan and the rest first heard the woman neighbor scream and saw their silhouettes through the window?
It seems off I suppose because there is not yet a clear detailed panel drawn of that same window (there is one panel of it but it is very very sketchy). If I am right, if you come straight through the apartment door and still facing the victim, that window which they saw the silhouettes through should be to your left.

And then she wasn't in Eye for an Eye for more than a page, and she had all of 1 bubble of speech in this chapter. So that's two in a row where she's essentially not here.
filler or not, this case looks fun. slicing someone's neck by hand would involve a lot of mess and struggle, so i guess some kind of mechanism must have been used. but then what about the trail of blood from the victim's neck to his hand? :S i agree with what someone else has suggested that the breaking down of the door is somehow linked to triggering the mechanism... the murderer might have set up the loud alarm causing the neighbours to gather at his door and contemplate breaking down his door. the trick didn't work the first time (the day before) but it worked the second time.

Yes, but "Eye for an eye" is a Heiji case, so, isn't a filler, right?
