Even Eisuke had for a while more significance than Haibara, but it was less than what the Bourbon arc is taking.
Gosho has always done this stuff. For a while, making some specific characters really important and after they've "served their purpose", they either disappear or are sent to the US with the dream to become a CIA.
So Sera might not be all that different after the Bourbon arc is over. I recall that one of my first posts about Sera was "I hope Gosho won't just use her for this arc and then throw this character away...."
I think, though, that there should be a feeling of disappointment about Haibara in this arc since from the start we were told by Jodie that Bourbon is probably after Haibara, but it seems like Bourbon is probably after Akai than anything else.

I think Gosho's saving like most of the cool stuff and returns for the ending.
And the Bourbon arc's length is what killed much of what has been good about it more than anything. Which happened because plot stuff can't happen more than a couple times a year or so, which is important because....because....the Kool-aid man is red. Yeah.

When Bourbon was mentionned for the first time,I was hoping that Haibara would be important during this arc...but now I'm so disappointed to see her having the same role as the DB...
Anyway,I still have hopes for Haibara...Akai still have to tell the truth to Ai about Akemi's death...
And I'm also waiting for the Sera/Ai confrontation...

Note the "Sera better not overshadow Haibara" doesn't get those cute "HAIBARA ISN'T REAL" ridicule pictures... I thought maybe we could have a constructive, logical discussion about Sera. But, I guess there's no point because she's just another one dimensional character who'll be tossed away when the plot doesn't need her...
BTW, Aoyama says he speaks through Haibara. Given that outside of movies the main thing she does is explain some Org. tactics and criticize Shin'ichi, I'll take that to mean her criticism should be taken seriously. The author really intends her criticism of real flaws and weaknesses. He doesn't intend for her to be a scared little girl who doesn't appreciate Shin'ichi's utter awesomeness in a universe where the "perceived" weakness will be fiat written into strengths.
I could be wrong on this, but I'll keep the faith until the end.

There's no pretending that the Akai's death and Bourbon story hasn't been drawn out beyond belief. Akai died five years ago in the manga I believe, and the progress has been... limited... to say the least. The perpetually slow pace of the plot is a very valid criticism.
