First - there're plenty of female body structures. I know a lot of girls with flat breasts, almost no waist etc. Sera's face looks masculine only because she has bags under her eyes. Actually she has feminine eyes with eyelashes, slim neck and narrow arms like female characters in DC.
Second - about her outgoing personality. Why not? She has lived in America for 3 years and Americans are really sociable people (look - Jodie), so without rigour about behaviour towards people, she might have become really outgoing.
Third - I don't think we will EVER see any character full naked - bath scene with Ran and Conan's butt were just exceptions from principle.

Say what you will but mark my words, it will come to pass that Sera is really a guy. The fact is we see what we want to see. You "feminine" features and I see "masculine" features. BUt for the record, I wasn't talking about women in general, i was talking about women in the canon, usual the bustline is fairly obvious. And not only is Sera flat chested, but she's noticeably flat chested. Even the girls noticed her lack of chest

And for the record, I think Eisuke looked WAAAAy more feminine that Sera
