She obviously has figured out Conan's identity or will figure it out very soon. I assume she'll be related to the plot somehow, but not BO. The possibility of her being Bourbon is intriguing, but she's not the right height. Also, wrong code name, since women usually have code names based on wines.

Why isn't she the right height?
Till now, we never saw bourbon. And Scar Akai could be bourbon, but we never saw Scar Akai's actual height either (you couldn't compare it to anyone).
So she could be Bourbon and/or Scar Akai. Of course, she also could be just someone else completely.

Maybe a new CIA agent? :V
But isn't she too young to be FBI/CIA?

But why would they tell her? "We're very sorry to tell you that your brother is dead. Oh, btw, there was a kid hanging around recently."
I don't think she'd know too much about Conan since his involvment was to be kept as secret as possible. And then there's the question of why Conan had a Union Jack on his trouser's pocket. Just a red herring?

When Ran told Sonoko about the confession, the cover did not allude to England. And Conan also has Sera's hat, so this might very well be a hint.

Conan and Ai-chan discuss about Sera in File 771, will Ai-chan tell Conan that it's that man (Okiya) had suspected (or discovered) Conan's true identify so he informed BO to send a spy (Sera) to observe Conan, something like that.

In File 680, Ai-chan said Okiya is a spy sending from BO to gather information regarding Kudo Shinichi still alive, of course these are just from Ai-chan's opinion. And Conan using her as a bait to lure Okiya, nobody believe Ai-chan's words.

No. I checked all Scar Akai scenes. He was never standing next to a character. The only time he was close enough to someone was when he was sitting next to Jodie. But you can't see the height difference then.
All other times Scar Akai passed the people (Jodie, Camel) and was just seen for a short moment. They couldn't see if he's has the same height as Akai or not.

Now that the file is out, I would like to note I called the ending to this case exactly. I actually thought Gosho would put it off to the next case, though, but as for the particulars, nailed it.

Sera is roughly the same size as Ran while Akai is quite a bit bigger than her.
Even if he was only seen in passing, Jodie/Camel should catch on to that and in the bank, Jodie was right next to him, if he was substantially smaller than she would expect. And when Scar-Akai is seen in a crowd, he stands out. Sera wouldn't be big enough for that.

She seemed to have flunked the deduction in porpouse to make Conan act and also she that question about the distance with the wheelchair. It ll makes me think she is at least going to be mighty important in her arc.

Yes, but why would Okiya, if he were BO, send yet someone else to spy after Conan? Doesn't add up. Ai might suspect that Sera is BO, but no necessarily connected to Okiya, who she shouldn't really suspect any longer, if she's thinking rationally.

I don't think that she knew Conan was Shinichi at first, but once the call came in she was like "waaaaait a minute, I knew the kid was smart, but really?" hence the line afterward about Shinichi being there.
