I must agree, I'm not buyin' it this guy is too young and the delayed reaction theory wouldn't make sense because Gosho is an author who uses a framework and sticks to it. Never in the past has he mentioned a character, waited a couple hundred chapters, then introduced them. Considering the Bourbon character was mentioned in the canon around the same time Okiya was, those two being the same person is a pretty safe bet

although I do like the possible Detecive of the North/South idea, that could actually work

If Sera turned out to be Bourbon and Conan let him/her stay in his house with Okiya/Akai, that would make for the best sitcom ever.

And then Bourbon brings home an accidentally shrunken Gin, and things get really complicated!

And if Sera is supposed to be a red herring for Bourbon, I'd think there were much more obviously suspicious ways to do it than introducing a young, friendly, flirty possibly-female detective. Not to mention Aoyama went out of his way to show that he was a good guy in the previous file.

Eh, I'm still inclined to believe he's a friend/relative of Okiya's. He could have easily conveyed the information Sera has about Conan-kun. His intelligence and direct style of explanation is identical (heh, Okiya also made Ran blush by making comments about her) and Okiya also has experience facing down Ran, which probably piqued Sera's interest in the both of them. And if Sera has some business with Conan, well, it'd be an obvious plot link.

I like that idea, I'd be down to see that happen. Although if it is an actually relative of Okiya's the whole theory of Okiya being someone other than Okiya goes out the window since, aside from Vermouth and Kir, none of the B.O agents seem to have lives outside of the Organization

although there has been speculation that Sera looks alot like Akai, maybe Sera finally figured out where his big brother was and went to find him. That could be huge cuz that would blow Akai's cover sky high

Ah a red-herring. That would also make a good twist. Yeah, I agree that he looks rather young to be Bourbon. I'm still leaning toward a female detective, or possibly something similar to one.

This whole rival thing - whether it's a male as a rival for Shinichi, or whether it's a female as a rival for Ran - Gosho's style leads me to believe it is neither one. Seriously, we know from the first file that Ran and Shinichi are gonna end up together, and suddenly, after 700 files, Gosho decides to bring in some "drama" (which he could have done with several other characters already which have disappeared or almost disappeared from the series), just seems a bit stupid. They have been faithful for each other all the way through, so to bring in a rival for extreme drama right now is not only stupid, but is probably the worst "romance writing" ever.

This is my theory which I hope is wrong - not only that he is a she, she is also a lesbian.

On any case, I really hope that this new character won't end up like Haibara, Araide, Eisuke and the rest of the characters that were once important, but after they were used for Gosho's intentions, they lost importance (like Haibara) or simply vanished away.

Not really. His statement was in regards to characters that were used for a specific purpose at one point and have, once that purpose was served, now been relegated to interchangeable secondary roles or are just completely absent. Characters like Ayumi, Genta, and Mitsuhiko never had a grand backstory or any character-specific plot points that propelled the story forward--they still serve the same purpose they did from the beginning (to explore Conan's life as a child and the cover he has to maintain for that... along with beefing up the voice cast for 95% of anime originals). Those three have always remained the same, while the others have not, in other words.

I'm going to go out on a limb and guess that the "new" character is actually Hoshino Terumi, the actress from "The Idol Stars' Secret" arc (Manga Volume 32 chapter 5-7, Anime episodes 249-250).
- Terumi was present at a previous case, so she knows Conan by name
- In that case she also met Ran, so she would be concerned with her safety
- Terumi's has an interest in solving cases (and is quite capable of it from her arc)
- Moreover, her interest in cases is inspired by Shinichi and she has a crush on him
