You're definitely on to something. This file has furthered my suspicion that Sera isn't going after Ran. I mean, if she was going to be a rival for Ran, wouldn't she have paid more attention to her when she was there or Conan notices Sera getting too close? Not to mention, if this was going to be a love rival for Ran's affection, we would've seen her reaction towards Sera's deductions. Like a little blush or something. But that didn't happen. What did happen...was a lot of interaction with Conan. Because of this, it's really been jabbed in my opinion that Sera is either a rival for deductions,
Conan/Shinichi's affection, or both.
Also, your thoughts on Sera having business with Conan really makes sense. It may be like Heiji in that she's looking for Shinichi...but deduced his location offscreen, unlike Heiji. Could also be a trap, but I'm not too sure as Sera doesn't seem to threatening. Of course, that could be all the more reason to be cautious.
Regarding them being on the same level, it is a bit disappointing that Sera isn't better, but at least she's around the same level. If Conan doesn't prove her wrong, it'll surely lead to an interesting development...or even if Conan does figure out she's wrong. How would he go about correcting her? He can't use Sonoko, little hints won't be little enough, and to top it off Sera already knows his name without prior mention aka she's suspicious. I don't think I'll be disappointed by any outcome, really xD

'A Detective Just Like You, Little Boy' certainly is an interesting title, but to me it's still pretty vague. 'Just Like You' could imply that the new detective, Sera, is a boy, but at the same time that's just an implication. That'd be like saying 'A Doctor Just Like the Little Girl' would mean the person being described is also a girl, but of course that's not necessarily the case. This page is also putting Sera's chest at the bottom again, which makes sense with the large picture, but still bothers me xD
Again the position of Sera seems stragetically placed...except for one panel. Though, even without that one she appears to have a chest in the second one (to me I don't think a 'jacket fold' would be necessary there if it were a guy) The one panel on this page that shows Sera's front rather clearly is also the one that I just slapped my desk, pointed, and said "That's totally a woman", panel four. Once more, this may just be me, but I'm almost certain that's the figure of a woman. Sera's face even looks really feminine in this shot.
More odd angels, placing and that darn jacket obstructing things. It's at this point I also noticed Sera very frequently has her hands in her pockets. To me, with the dark clothing, that's just a clever tactic on Gosho's part to hide curves or a chest.
Different views from all over and - although the jacket is lighter in this one - the coat is still bothering me. There's also panel three where Sera's looking very female to me. As RedPoppy said, there's also a lot of interest in Conan here. Many 'little boy's.
Bringing up my point from before, although Ran shows up here, she doesn't get a lot of
screenpanel time. Even when she does, it basically shows her as she'd be in any other case: noticing little things, giving comments, etc. If Sera were a rival for Ran's affection, I'd think Gosho would at least make her glance Sera's way. But she doesn't. One other thing I noticed, that's probably looking way too into things, is that Conan is standing by Sera. Now, if he thought Sera to be a threat to his relation with Ran, I'd think he'd stand by Ran, but he's not. Like I said, it's probably nothing, but still.

Yet more bottom of the panel shots, with one full body one having a possible breast covered by Takagi's head. >_> Conan also has the rival look, but he quickly dismisses it and gets on with the case. It's like half of him is focused on the case and the other half is just confused/anxious about Sera. The last frame looks womanly to me again...and reminds me how much I like Sera's pants. ...What? The pockets look like music notes, that's awesome! D:
*cough* Ah, this page. Both Conan and Sera share the classic 'I've got it!' look. It's little, but this kind of makes me think again that Sera isn't a BOish threat. I dunno, it's just something in the fact that they have the same look of cockiness when they get the deduction. Then, of course, there's the 'This just got exciting, didn't it little boy?' This...is like a cue for me. There's just something in the way it's delivered that hints at Sera being female. Though, to each their own, I suppose.

A momentary side-shot that's too far away and dark to tell anything along with another back shot with Sera's arm in the way. This may just be for those looking for it, but it really, really looks like Gosho's planning out these placements. There's just too many to be a coincidence, IMO
Arm covering what could be a breast from the back, dark drawing to hard to decipher and a far shot that - to me - looks kind of feminine again. Oh, and of course the panel Abs. mentioned. I have to agree that this really just seems thrown in for no apparent reason. I personally think it's the first option Abs. mentioned, that it's throwing fire to the 'Sera is a boy' theory. Why: because this is only the second time Sera has been referred to as a male. In two files...that's definitely weird. If it weren't a deal, you'd think there'd be more. Also...Megure is obscuring what could be a breast >_>

Far shot, arm in the way, arm in the way along with being dark and WAY too far shot. Conan and Sera seem to be getting along (deduction wise) at this point too.
Conan deducing things about the murder, probably at the same time as Sera...who only gets a from the back high shot this page. ...Gosho, I'm watching you.
The final figuring along with Sera outright saying the culprit (thought I don't blame her, as it's most likely a one culprit case) and more interesting shots. From the far one I think I see what could be a chest, and the last frame may fall to that as well. It could just be the jacket again though.
