Yeah, he seems cockier than Conan. Though, as for his line of work, I'm not sure. It probably could be a detective, but he's using inductive reasoning rather than deductive reasoning, in this particular case, which is strange for a detective to do.

And the Detectives of the North got killed in the lavender case, and the culprit was the Detective of the South, so both of those spots became "opened."

So, we have :
-an elevator with both front and rear doors (that stopped at the 2nd and 6th floor when coming down)
-an electric weelchair with fishing line attached
-hauntings and a weird renovation site (lots of paint, graffiti...)

Any ideas ?

Hmm... I guess I'm pretty close to solve the mystery, but there's still some small details which I just don't get it. Here's my theory, and of course, the culprit is that slim lady.
Hirukawa leaves the victim's jacket and shoes on the roof, then, one the second floor, she gives the victim some sleeping pills and puts him onto electric wheelchair (or he's so drunk that she doesn't have to give him anything, however it would be risky). She turns on the wheelchair and runs to the elevator. When she's on the groundfloor, she puts button and the elevator goes to second floor and sixth floor. Proof numer 1, look at the numer of floor where the elevator goes to -->  http://dctp.ws/V73-Reader/V73-6Read/A11.html
Then it's very simple - the wheelchair with the victim runs into the elevator (marks on the elevator doors), when the doors open, it goes further into the elevator and up to the sixth floor. Thanks to the rear doors, the wheelchair goes out of the elevator and runs right to the window without the glass. Hirukawa poured out a lot of paint above the window and then she placed two cans of paint. Paint is almost like glue when you put something on it while it's still drying, so the cans didn't roll around the room until the wheelchair runs into them. There is a clash between footrests and the cans, it's so powerful that the wheelchair leaned to the window and the victim falls off to the parking lot. Now we have scene there - KYAAAA!! etc. Nothing happens right now. Conan with the rest goes to the roof and there's another proof. Hirukawa is the only one who stays so long in the elevator. Why? She needs to put the buttons to sixth and second floor, so the wheelchair will go back to victim's room.
How? The secret is fishing line attached to the front wheels. This wheels can change direction of going. I really don't know where the end of the fishing line was attached, but seems like something (maybe elevator) drags the line and change the direction, so the wheelchair goes right to the elevator again and from there to the second floor. The line is ripped up.
That's all my theory. As I said, I don't understand some parts, but it looks kinda probable. Maybe somebody will have better ideas about it.

Alright, now that I've read the file (and the translation notes) I'll continue on with my 'looking way too far into things'. Just in case, it'll be in spoilers.

She/He's way of talking like "I'm a detective like that little boy" (btw, how she/he knows? it seems like Sera has just arrived in Tokio, so she/he could come from anywhere), "Right, little boy?", "It's getting exciting, right, little boy?".
Besides, why she/he's talking to him "little boy" if she/he knows Conan's name? It's weird. I've a feeling that Sera really has a business with Conan - just as I said earlier, she/he knows him and wants to impress him or it's a simple trap. BUT~! Sera isn't better detective than Conan, they both solved the mystery in the same time (looks like, because a theory of murder will be shown in the next file). It's such a pity that Gosho didn't show Conan's thoughts about Sera, so we can judge only basing on his expression. 

You're definitely on to something. This file has furthered my suspicion that Sera isn't going after Ran. I mean, if she was going to be a rival for Ran, wouldn't she have paid more attention to her when she was there or Conan notices Sera getting too close? Not to mention, if this was going to be a love rival for Ran's affection, we would've seen her reaction towards Sera's deductions. Like a little blush or something. But that didn't happen. What did happen...was a lot of interaction with Conan. Because of this, it's really been jabbed in my opinion that Sera is either a rival for deductions, Conan/Shinichi's affection, or both.
Also, your thoughts on Sera having business with Conan really makes sense. It may be like Heiji in that she's looking for Shinichi...but deduced his location offscreen, unlike Heiji. Could also be a trap, but I'm not too sure as Sera doesn't seem to threatening. Of course, that could be all the more reason to be cautious.
Regarding them being on the same level, it is a bit disappointing that Sera isn't better, but at least she's around the same level. If Conan doesn't prove her wrong, it'll surely lead to an interesting development...or even if Conan does figure out she's wrong. How would he go about correcting her? He can't use Sonoko, little hints won't be little enough, and to top it off Sera already knows his name without prior mention aka she's suspicious. I don't think I'll be disappointed by any outcome, really xD

Now for the overanalyzation of the pages! Yay~

'A Detective Just Like You, Little Boy' certainly is an interesting title, but to me it's still pretty vague. 'Just Like You' could imply that the new detective, Sera, is a boy, but at the same time that's just an implication. That'd be like saying 'A Doctor Just Like the Little Girl' would mean the person being described is also a girl, but of course that's not necessarily the case. This page is also putting Sera's chest at the bottom again, which makes sense with the large picture, but still bothers me xD

Again the position of Sera seems stragetically placed...except for one panel. Though, even without that one she appears to have a chest in the second one (to me I don't think a 'jacket fold' would be necessary there if it were a guy) The one panel on this page that shows Sera's front rather clearly is also the one that I just slapped my desk, pointed, and said "That's totally a woman", panel four. Once more, this may just be me, but I'm almost certain that's the figure of a woman. Sera's face even looks really feminine in this shot.

More odd angels, placing and that darn jacket obstructing things. It's at this point I also noticed Sera very frequently has her hands in her pockets. To me, with the dark clothing, that's just a clever tactic on Gosho's part to hide curves or a chest.

Different views from all over and - although the jacket is lighter in this one - the coat is still bothering me. There's also panel three where Sera's looking very female to me. As RedPoppy said, there's also a lot of interest in Conan here. Many 'little boy's.

Bringing up my point from before, although Ran shows up here, she doesn't get a lot of screenpanel time. Even when she does, it basically shows her as she'd be in any other case: noticing little things, giving comments, etc. If Sera were a rival for Ran's affection, I'd think Gosho would at least make her glance Sera's way. But she doesn't. One other thing I noticed, that's probably looking way too into things, is that Conan is standing by Sera. Now, if he thought Sera to be a threat to his relation with Ran, I'd think he'd stand by Ran, but he's not. Like I said, it's probably nothing, but still.

Case things that just make that woman look suspicious...

Yet more bottom of the panel shots, with one full body one having a possible breast covered by Takagi's head. >_> Conan also has the rival look, but he quickly dismisses it and gets on with the case. It's like half of him is focused on the case and the other half is just confused/anxious about Sera. The last frame looks womanly to me again...and reminds me how much I like Sera's pants. ...What? The pockets look like music notes, that's awesome! D:

*cough* Ah, this page. Both Conan and Sera share the classic 'I've got it!' look. It's little, but this kind of makes me think again that Sera isn't a BOish threat. I dunno, it's just something in the fact that they have the same look of cockiness when they get the deduction. Then, of course, there's the 'This just got exciting, didn't it little boy?' This...is like a cue for me. There's just something in the way it's delivered that hints at Sera being female. Though, to each their own, I suppose.

More suspicion on the lady with a name.

A momentary side-shot that's too far away and dark to tell anything along with another back shot with Sera's arm in the way. This may just be for those looking for it, but it really, really looks like Gosho's planning out these placements. There's just too many to be a coincidence, IMO

Arm covering what could be a breast from the back, dark drawing to hard to decipher and a far shot that - to me - looks kind of feminine again. Oh, and of course the panel Abs. mentioned. I have to agree that this really just seems thrown in for no apparent reason. I personally think it's the first option Abs. mentioned, that it's throwing fire to the 'Sera is a boy' theory. Why: because this is only the second time Sera has been referred to as a male. In two files...that's definitely weird. If it weren't a deal, you'd think there'd be more. Also...Megure is obscuring what could be a breast >_>

Some odd upward shots with Sera's hands still in the pockets. Then another side shot, closer this time, that looks feminine to me. ...I think I'll have to go through this file and the last just to point out all the frames that are suspect in a pic xD

Far shot, arm in the way, arm in the way along with being dark and WAY too far shot. Conan and Sera seem to be getting along (deduction wise) at this point too.

The final figuring along with Sera outright saying the culprit (thought I don't blame her, as it's most likely a one culprit case) and more interesting shots. From the far one I think I see what could be a chest, and the last frame may fall to that as well. It could just be the jacket again though.

When it comes to one-suspect cases, I personally enjoy them. It's an interesting twist to just have a really complicated trick (on some occasions) or a perfect alibi to crack. I especially liked the one where we got to get into the criminal's head as Conan was deducing everything. "WHAT IS THIS BOY?" indeed xD Though, for this one I'm not really focusing on the case (in case you can't tell )

The string could have been somehow attached to the car because there's no other way the culprit could make sure the victim would fall on the parking lot as the lady was backing out her car.

I noticed that Sera said "You know" a lot. Is that a dialect translation or just a verbal tic?

Sera's cockiness... it's very much like a pre-shrunk Shinichi. Perhaps what will happen next is that s/he will experience a crushing kind of failure to put him/her in his/her place, not just a "Nope, wrong person" from Shinichi like with Heiji, but something truly defeating. I would say get shrunk, but that's pushing the million to one thing going on, and it would almost seem anticlimactic. (Maybe s/he exists to get killed and reaffirm that this is dangerous business guys.) Maybe there's a run-in with the BO in the near future, and Sera ends up going, "OMG, this is really dangerous, how have I been missing this?" and then buckles down and gets serious and less cocky. Maybe there's some shooting, and s/he's injured, and then leaves for a while and comes back teamed up with a newly-awesome Eisuke.

Less relevant, last night I had a dream about Sera. I dreamed that s/he knew Kaito when they were kids, and then chased him at a heist and hinted to Conan that s/he knew Kid's real identity, and then turned out to be the link between them. Which is most likely not the case, but would be pretty cool.

Well, I also searched for some signs that Sera is a girl, but it's still risky issue. On some pages Sera looks quite like a girl, but I don't see anything which could be close to "breasts" (remember: men have ribs!! XD ). Maybe it's because she/he wears really loose jakcet (too big in my opinion), so it's hard to say, OR maybe she has small breasts (probable, who said she has to have as big as Ran's??), so they would be easy to hide. Other thing, I find Sera's "It's getting exciting, right, little boy?" with playful smile and stroking Conan's hair is really CUTE - girlish cute. I mean how many time Heiji did that to Conan? Maybe once along with "I didn't said Kudo, but Kuffo/Kuro etc.". Here it's kinda weird, as if Sera knows Conan well, and on the other hand, Conan doesn't do anything to discourage Sera. Just going with him/her, talking about his ideas, he doesn't even (as somebody said) BEHAVE like a CHILD. I guess, if Conan felt that Sera's dangerous, he would be more cautious.

But we must also remember that Shinichi and Heiji are anomalous geniuses who come few and far between. It would be unlikely to randomly run into yet another genius high school detective, and Sera hasn't (yet) indicated that s/he met Ran on purpose. And before the diplomat was murdered Shinichi already knew that Heiji was good like him after he deduced that Shinichi was still hanging around Ran.

But if Sera is a relative of Shinichi's, then it could be because Shinichi has met this relative before (possibly why he's not being as cautious as usual) and at the time that relative had shown absolutely zero interest in detective work. And maybe Shinichi was all "IT'S THE GREATEST THING EVARRR!!!" and thus inspired said relative.

I'm 95% sure this is a guy, simply because there have been times in the past where looks have been deceiving on the end where guys look like girls however there hasn't been any notable point where a girl has been highly masculine looking. Truth be told if this is a girl, it's a manly lookin' girl. I'm more for the iea that this is a feminine looking guy, which would make sense considering Heiji is the exact opposite. If this is a 'new rival' it's be a good way to contrast the two extremes.

As for the case of this he/she movin' in on Ran, that remains to be seen however after doing a little review I've found that the blush Ran gave in the previous chapter gave virtually nothing away. If we look back there have been a number of male characters that have caused her to react similarly. to list just a couple prominent ones

In both situations there weren't any actual romantic feelings on her part, she's just awkward like that. My guess would be the romantic aspect of this arc plays out along the same lines as the Eisuke arc did however this guy, being a little cockier might put the moves on with a little more fervency

I think what alot of people are ignoring is the timing with which he entered. Ran is hesitant to talk to Shinichi after he confesses for reasons we don't get to here and then this guy comes into the picture. My guess is this guy won't jeopardize the relationship but he might very well become an obstacle, at least from Shinichi's perspective however knowing Gosho he's bringing in the obstacle in order to sweeten the ultimate resolution

he's a jerk, so he'll make us wait to see the final epic confession : P

I'm actually starting to abandon my Okiya is Bourbon theory, and that Sera is really Bourbon. After all, it makes sense. Soon after boy detective disappeared, a 7-year old kid who could disactivate a bomb shows up? And besides, isn't Bourbon supposed to be a better detective than Gin?

As much sense as this makes (really, it does) there is one thing I wouldn't get, only one. If this were the case, why would Bourbon take so long to appear? I know it's Gosho, but still: if Bourbon is such a great detective, I'd think he'd come in earlier. Other than that, though, it would make sense.

...Wait, so in that line of thinking Bourbon is Abs. a girl!?

keep in mind though, this is a detective mystery manga. The author's supposed to do things we wouldn't expect so that finding things out is harder. So he's used the disguise twist before, maybe he's trying out the "delayed introduction" one

There's no way Conan allowed Sera to stay in Kudo or Ran's house, but if Sera really decide to stay in Kudo's house, Sera will meet Okiya since both of them are spotlight characters for future BO story.

If Sera turned out to be Bourbon and Conan let him/her stay in his house with Okiya/Akai, that would make for the best sitcom ever.
