I think Gosho intends all his guys to be S. But they know nothing about relationship or romance so how can they be S =A=?

I think he's both.... think of the hoops people have to go threw just to figure out where he's going to steal.

Brain busting Riddles.. the dummys' that can be deployed at a moment's notice which if not noticed would make all previous efforts to that point useless... The crowds of fans they have to deal with... Him Knocking out his persuers... Disguising himself as his persuers and causing them to have to resort to the PAINFUL cheek pinch test... Not only that but if he manages to steal it he pisses them off by giving the prize back like it was of little consequence.

Quite an interesting question...
I think he's both if that's even possible.
Like already said, Kaito enjoys being cornered. He searches for an opponent who is on equal terms with him. Even though he's better off without somebody going after him. Kaito is glad about Conan's presence.
On the other hand, he's also S. He enjoys trapping people and making fun of them. Tricking them.
