I don't find that suspicious at all.  If the parents of a child is worried about said child, why is it odd that both would run around looking for him/her?

I thought the widow's peak being the evidence of the people not being his real parents was a nice touch. Gosho must have done a little research. The only problem is that it proves they were not his biological parents, nothing else. Well, apparently Japan has a "tiny and considerably complicated adoption process" so I guess it works.

That alone is enough reason to suspect them to be strangers because the "mother" said Masao was born from her aching belly. A normal stepmother wouldn't lie like that.

Now I see why it had to be the "NI" card -- Japanese grammatical particles!
They do not carry a meaning by themselves, so just pretend they mean "is" or "to be".

Did I miss something during the case or were there no hints whatsoever that this was about tax evasion?
I can understand how Ai figured it out when she saw their reaction to an arriving package, but what did Conan have to go on?

The sms Haibara sent him in file 760 (pages 14-15) mentioning the previous residents employed by the Isobe Corporation which is under tax evasion suspicion and the lake suwa thing. He just put the pieces together.

Right, Haibara sent Conan an SMS detailing everything that led them up to that point.

Conan figured out on his own that the only reason someone would need to masquerade as residents of that apartment was to receive a returned mail parcel that the previous tenant sent.
