Well..onto the matter of haibara, here's some speculation:
Also, you'd think haibara would be sort of happier and less cold with the detective boys and Conan..here's my theory:
Over the 10 years, conan couldn't get any leads with the BO, and the multiple prototypes gave him an immunity right? (that's what Ai said) so maybe, Conan got really pissed off at Haibara, blaming her for the drug, etc etc, thus causing hostility among the two. Because it really seemed like they weren't getting along when they were at the tree. I've seen them a lot happier during the actual series as kids (age 7 for conan and age 8 for haibara).
well i didn't like this ova because i found ai and conan very out of character,but after reading your explanation ,it could make sense! even if i really dislike how conan pushes ai on the tree(a bit rude for me,considering he was in his adult form,with more strengh)
also the hole shinran thing was really cute for me (waited for 10 years) but then again it didn't touch me ,because i found it too repetitive ,always the same "deja vu" scenario
and also i don't know how she didn't trust conan when he said "i'm shinichi" she had pictures of shinichi as an highscool student ,and she didn't recognize him?someone can explain me that thing?
as a conclusion i have to say that i din't like this ova,cause there wasn't any improvement in aixconan nor shinxran relationship,and it was what i hoped!
but then again it was a dream so...it's understandable in a way
Seriously, I agree, the synopsis would be logical. Ran was asked by Araide-Sensei to take his hand in marriage? That opens to many holes and gates that don't need to be opened. And then Ai and Conan didn't seem as if they have evolved or developed as characters. They seem the same arrogant and melancholy people they were before. And then Mistsuhiko's voice stayed the same! LOL But I think this dream was everything Shinichi/Conan FEARED would happen, and so he wants things to be different...
Pros: Haibara in school Uniform... rather Shiho in School Uniform

Araide? I mean seriously... No one else her age? (okay, maybe Araide is the best Conan can think of XDD)

Just as my friend said, Gosho was actually trying to make a lot, lot of ShinichixShiho moment on OVA 9...
But everyone around him, the staff, the editor, the publisher, even the animator was against it.. It is a part of the Ran-faction conspiracy, thus why Shiho only get her part for only few minutes, very OOC, and even being drawn poorly..

Guess I just love it when characters are in character (even better, if they are too in character or almost like a parody of themselves) in more absurd situations.

Maybe that´s why a few ones thinks that Ai tries to *steal* Shinichi away from Ran. They also fell the chemistry between them and fears a AixConan/ShihoxShinichi-ending.
