After sitting on my desk for a few weeks, I started to watch CC Season 5, supposedly the last season FUNi would dub-- I believe CC would continue to be released, but as sub-only.
Now I'm watching CC#123 (eq. DC#118), and it is certainly that they tried to portray Heiji/Harley as being from Calgary, Alberta, Canada:
All incidences of "Osaka" was changed to "Alberta."
At the first scene, when Heiji/Harley introduced the Mouris/Moores to Osakan landmarks, references to those landmarks were changed to those of Calgary: Tsutenkaku was changed to Calgary Tower, and the Osaka Dome was changed to the Saddledome.
Also it should be noted that Kazuha is not Katie Thompson as previously said; Heiji called her something like Kristen.
I was disappointed about that. They should really just stop. Besides, they'd have to be really creative in order to translate Japanese puns and such, especially since they're in Canada (somehow).

You can blame this whole problem on you guessed it TMS entertainment the same people who gave us wonders such as episode 5 revision, case shuffling, changing the names in the dub, and removing all references to japan in the dub, and supposedly not giving funi that scene resulting in the first cut in the series dub.
they should just start an episode with a disclaimer like "sorry, actually they live in japan, we're just gonna stop trying to make it seem like it takes place in north america", and from then on just use the actual places / character names, and just pretend the episodes before never happened.

Ya I don't see TMS letting that happen. and I highly doubt case closed will get to the NY case
Well... while I don't like that they did it, I do understand why. Even if they still went with the whole series taking place in Japan, most Americans wouldn't understand the whole "Osaka dialect" thing. Heck, I know I can't tell the difference between the way Conan or Ran speaks and the way Heiji or Kazuha speaks. So to keep a lot of the jokes in there, they'd have to go with a distinctly different way of speaking that they can make jokes about... and a lot of Americans tease Canadians on the way they speak (out/oot).
Plus with an English dub, how would that even work? Give him a slightly different Japanese accent on the English he's saying?
So, while I wish that they'd forget the whole "Let's pretend they're America and give them English names" thing... they won't, and this makes sense with that in mind.

Then, when Jodie-sensei comes up, she'll put random Japanese words in English sentences. DOUBLE WOOT!
That would be funny but wouldn't make sense because not a lot of high school teachers teach Japanese. My bet is she becomes their French or Spanish teacher.
