Blondish-brown is the new ginger? Touto Uni is probably the DC equivalent of Tokyo University which is highly prestigious (think Harvard/MIT/Caltech). The name change was probably to avoid trademark problems, similar to why DC uses "Touto tower" instead of Tokyo tower.

Teitan Uni was definitely in the Ayumi kidnapping case. It was also mentioned by Megure in the takagi-conan-elevator-bomb-teitan case. (V37-01 pg11)
