Heh, they are each given very dramatic stereotypes(overly shy, very tomboyish, naiveness, and then Azusa who is kinda a mix of them all). In order to create the feeling that the band of misfits/unlikely people got together to become the best of friends doing an uncommon hobby, I think her role works well.
Really, K-On, especially season 2(14 eps to do two years for season 1, 24 eps for final year for season 2), is all just about relationships and experiences with friends. Anything of substance isn't or intended to be there, just light hearted stories about a bunch of girls. It is friendships that drive it along.
