Would the Bourbon arc even bring a shock factor to all fans?

My evidence is simply they have different voice--overs, which would have been a waste of time for Gosho. He would never allow the use of a random voice when a person hasn't been a character. He approved of that, so I don't think he intended for them to be the same character imo. Voice transmitters are only activated with a voice that is familiar. I have a different idea i mid for Okiya...

This is all my opinion. On a side note, I really hope they aren't.

Yeah, I've been wondering about the voice as well. Doesn't count as evidence though, the anime people could have messed up or it could be explained with one of Agasa's gadgets.

Vermouth Arc : 176-345 ==> 170 episodes, 62 AOs = 108 manga based episodes
Okiya Arc : 509-594 ==> 86 episodes, 26 AOs = 60 manga based episodes

The numbers speak for themselves.  :P

I think it's because during the Vermouth arc, Gosho gave his readers hints here and there quite frequently, sometimes just making it last 3 or 4 minutes at the beginning/end of a case. He doesn't do that in this arc, it's a shame.

sooooooooooo Okiya is going to be Genta's dad but there is so many age difference between them ( okiya is earily 20's as he is supposed to be uni student  and Genta's dad is older than that)

Here's two alternate theories just for the hell of it:

1: Subaru Okiya is neither Bourbon nor Akai
- He's part of the Interpol. Yûsaku Kudô was worried about his son, so he asked a friend of his in the Interpol, Subaru Okiya, to keep an eye on him and his friends. (Very early on, during Yûsaku and Yukiko's first appearance, it was mentioned that he had contacts in the Interpol. This was never followed through...)

2: Subaru Okiya is Bourbon and Akai
- Subaru Okiya is not only Akai in disguise, he's also undercover in the BO as Bourbon. Wouldn't that be a shock.
