hmmm that is definitely plausible, that theory kind of ties up the loose ends if the Okiya = Akai theory is true! I'm personally kind of hoping that the Akai in that case is the real Akai in person who somehow survived though.....

I have my own theory on this that I would like to share with everyone:
My theory is that the bank robbery Akai is actually Bourbon who disguised himself as Akai to infiltrate the FBI. The amnesia could be a way to avoid being found out just like the fake Shinichi. Like going to the FBI saying that he faked his death, but that something went wrong; like wearing a bullet proof hat and getting knock out by the bullet, then being awoken by the heat of the fire on his face.
This could also support the Okiya=Akai theory, which I am a faithful believer in by the way.
Feel free to give opinions so that I can build up on this theory.
Edit: I didn't realize my this theory was the most popular one until I saw that topic Chekhov MacGuffin pointed out. I did actually think of this theory myself, but never mind.

Sorry, but he was shot through his head, don't you remember? Akai's alive, but it's not as simple as that... Remember the part of "raising deads against time" or omething like that? Maybe that's it! Akai used some BO method of reviving himself... And what about a punishment Haibara mentioned? Memory loss? Or worse?something went wrong; like wearing a bullet proof hat and getting knock out by the bullet, then being awoken by the heat of the fire on his face.

Yes, I know the bullet looks like it went through his head. But if it had actually gone through his head he'd be dead no questions asked. I always thought that was a trick with blood packets so that Gin could see the blood splatter behind his head. Maybe Kir used rubber bullets and Akai activated the blood packet with a remote he had hidden in his right hand.
