Actually, Shinichi and Ran were 16 in the beginning of the manga. Conan said he was six when Ran first met him with Dr. Agasa. Then it's safe to assume that he turned 17 in movie 1, and Ran also did some time afterwards. Haibara is a year older than Shinichi, or at least some months. By standard ages and grade levels, 15-16 = 10th grade, 16-17 = 11th (the one Shinichi and Ran are in), and 17-18 = 12th. Haibara is technically around a year older than the other kids, but she could've very well just said that she's 7 (who could tell the difference, especially with kids having different developing rates during young ages).
