An Ä has two dots! It's not an A! They are as far from each other as the U in "but" and the E in "bet"! And they can make a huge difference in one word! For example, "achten" means "to respect" or "to esteem", while "ächten" means "to outlaw". They don't have anything to do with each other (and from the phonetic point of view it shouldn't be Ä, but Ë anyway).

ÄÖÜ have nothing to do with phonetics but with etymology. Words with an umlaut are derived from another word with an a, o, or u. It's called an "ablaut" and a feature of several Indo-European languages, but most prominent in German (hence the German name for the phenomenon). English still retains some of this:
sing - sang -sung
break - broke -broken
No, only the Danes and Norwegians have ø and æ. (Not sure about Icelandic though).
I think it's also to do with etomology and the ablaut, but I don't speak a Scandinavian language, so it's just an educated guess.
But German As often correspond to Bavarian Ås and German Äs to Bavarian Às, so it might be the same in Scandinavian.

That's why I said from the phonetic POV, not from the etymological one. I'm completely aware that that's the reason the Ä is kind of an A (Baum -> Bäume), but that's not about phonetics, but linguistics.
