I think on of the things with slow-motion mafa is that the phasechanging time isn't supposed to matter. How it does work out is however a different matter.

I think he means the stuff that happens there at phase change, but as Callid's said, he's not gonna do it at any set time.

Phase changes will happen in a very special way:
After the deadline, the GM will NOT immediately announce the results, but will instead provide them at any time during the following 24 hours.
This is meant to serve several purposes: first to make exact planing impossible, second to balance the time zones a bit (one is the first to see the results, while the other has the last chance to provide them), third to slow down the posting speed around phase change and last but not least to avoid stress for the GM

so no matter what timezone you're in, you might not get to be on at phase change anyway
