I question why your first thought as to why a dog would escape from a pen is because he was diseased. :P
The vicious way he tries to escape despite the pain means he's besides himself, that looked like a home setting environment, he should be allowed to roam free, yet him being locked up meant the family is afraid of something, perhaps both dogs have problems, they are calling the vet and locked them up because they can't risk to come close :P

Seemed like the second dog is quite some size, I would think it's the first time they're cleaning and had to lock up the dog
If guests are over, it's wiser to lock the dog outside, in the backyard, especially if they're allergic :P
