You find out the 11 possible combinations and count how often each number appears.
5 appears four times, so it has to be in the centre. 2, 4, 6, and 8 appear 3 times each, they go in the corners. The rest's a cakewalk.

to actually solve it:

each row column whatever needs to add up to 15. It's worth noting that the puzzle is probably symmetric, so anything else would be weird. Thus, you think of the puzzle as having pairs of numbers which add up to the same amoutn, with one in the middle.

so:
1 9
2 8
3 7
4 6
and a 5. This would thus go in the middle, as the pairs add to 10 and the 5 in the middle balances these all out. So, you then put these pairs on the opposite sides of the 5.

9, being too heavy a number, should be put on a side rather than a corner to keep from influencing the others too much.

so, the top row needs 6 more. We have 28, 37, 46 left. We obviously need to choose from the 2,3 and 4 to go with it. Of these 3 numbers, you can only get 6 with the 2 and 4.
