@Chekhov, as someone who has applied to the FBI I can tell you these things...
1) Yes, The FBI can intercept things if they are brought to their attention, however inter agency communication is not America's strong suit. So the likelihood is slim. Especially since it is AN UNOFFICIAL operation, the American Government would not stick their neck out for them. Jodie even said she'd accept any punishment she'd receive for using an unauthorized firearm in Japan.
2) Those numbers ARE small considering the relative size of most law enforcement agencies...
3) If you had read my previous statements, I am quite well aware of their international offices, but most are on US soil in the form of embassies. However they would not get involved in this as it would be an issue of an agent ON VACATION rather than on duty. It would have to be an official operation for them to be able to take action with the Japanese government or for the international office to get involved. As far as they are concerned she is a regular citizen on vacation. They would do anything to avoid an international incident.
4) You are talking about in the realm of DC. I am talking in the realm of what would happen in real life. The FBI almost DESTROYED the CIA operation. One would have to pull out, and believe me, it wouldn't be the CIA if they could be replanted and continue the operation. The FBI might resume later on with the intel that the CIA receives, but not before then.
5) But the US Embassy wasn't involved, which is odd... So... though interrogated and detained it wouldn't be the end of it... Not in the real world... No matter what her cover story is, a FBI agent firing an unauthorized weapon in another country is nothing to take likely. Whether it is her gun or not, it would be investigated extensively, and likely until the investigation is closed on both sides, she would be on stand-by in America. Especially since a corpse was left at the scene.

I'm not seeing it. Looking at the size of various city police departments, the FBI measure up in size to all but the largest cities. This sounds strange, but what would happen in real life isn't relevant to the plot of the story. The lack of realism is important and necessary because Detective Conan could not exist if Gosho was actually was faithful to all proper protocols of investigation and diplomacy. In real life, no one would cook up elaborate murder schemes with any frequency. Conan could not investigate the crime scenes, handle evidence, nor even be at the crime scene. Where do you draw the line between acceptable and unacceptable breaks with actual protocol? Trying to do proper diplomacy just adds an extra layer of complication and research, takes away from the drama and plot possibilities, and is not going to engage many readers under the age of 18. So far the plot seems to suggest the Japanese police have trouble seeing the forest for the trees, and everyone is lax about diplomatic issues. As long as Gosho sticks to that, I don't care how wrong it really is.

Chekhov... To my knowledge the FBI doesn't do many covert ops these days. And even if it was an official covert op... if they are caught, the government disavows all knowledge... it comes with the territory... they leave you in the cold as you have to keep your cover... Again it boils down to avoiding international incidents...
You know... you are talking about a National agency with international offices... Several local law enforcement agencies rival the size of the FBI, and their jurisdiction is FAR smaller... We also don't know the CIA's true size, nor NSA's... they could be larger than we estimate... Besides... CIA doesn't need large number of agents as they specialize in covert ops and intelligence. FBI is law enforcement (again, less likely to be involved in covert ops)

I meant a cite from the manga about if it was an unofficial mission. The FBI in the manga does covert ops in Japan; we know that from Akai's previous infiltration.kyuuketsuki wrote: Chekhov... We know Jodie's father investigated Vermouth and managed to find something damaging enough that Vermouth had to kill him and erase everything she could manage. Perhaps Mr. Starling's death pushed James into following up on his work.
